Transforming government from the inside out: Summit discussion leaders announced

How can AI improve decision-making in frontline services? What does user-centred design really look like in government? How can departments collaborate better on data while keeping trust and security at the centre?

These are some of the pressing, real-world questions being tackled at Government Transformation Summit 2025 (24-25 June, Church House, Westminster), where Civil Service leaders will gather to exchange ideas, strategies and lessons learned across digital transformation, citizen services, data and AI.

The centrepiece of the event is the discussion tables - small, interactive sessions hosted by senior Civil Servants who are driving change in their own organisations. From building smarter digital services to managing public sector data more effectively, the focus is firmly on how to deliver meaningful transformation in complex, resource-constrained environments.

With 30 topics spread across four key streams - Digital Transformation, Citizen Services, Data, and AI - attendees have the opportunity to engage deeply in areas most pertinent to their roles

Key themes and senior table hosts:

  1. Digital Transformation (Tuesday, 24 June):

    • Transformation Strategy: Aravindhan Rajasekar, Principal Architect for Group Corporate Services at Defra, will lead discussions on crafting effective transformation strategies to modernise government services.​

    • Future Delivery Models: Tina Churcher, Chief Delivery Officer (Government Digital & Data) at DVSA, will explore innovative delivery models to enhance public service efficiency.​

    • Better Decision Making: Jonathan Cairns-Terry, Deputy Director of Insight Products at the Quality Care Commission, will focus on leveraging data insights for informed decision-making.​

    • Government Efficiency: Lucia Webster, Deputy Director of the Government Grants Management Function at the Cabinet Office, will discuss strategies to improve governmental efficiency.​

  2. Citizen Services (Tuesday, 24 June):

    • Service Modernisation: Kamal Bal, Chief Digital Officer at the Ministry of Justice, will address modernising services to meet evolving citizen needs.​

    • User-Centric Design: Anais Reding, Chief Digital Officer at the Department for Business & Trade, alongside Chris Harvey, Head of Product & Services at the Ministry of Defence, will delve into designing services with the user in mind.

    • Digital Experience: Eilidh McLaughlin, Deputy Director of Digital Ethics, Inclusion, and Assurance at the Scottish Government, and Verity Hislop, Senior Project Manager at the Digital Office for Scottish Local Government, will discuss enhancing digital experiences for citizens.​

  3. Data (Wednesday, 25 June):

    • Data Sharing: Nic Granger, CIO and CFO of the North Sea Transition Authority, will lead conversations on effective data sharing practices to break down silos and improve service delivery.

  4. AI (Wednesday, 25 June):

    • AI Strategy: Chris Darriet Jones, Chief Data Architect at the Post Office, will explore the development and implementation of AI strategies within government frameworks.​
