Former Director of Transformation at HM Land Registry, Karina Singh, has been appointed Director of Function, Profession & Standards at the Infrastructure and Projects Authority (IPA), the government body responsible for the delivery of infrastructure and major projects.
Singh joins IPA after a four year tenure at HM Land Registry. Her career in the Civil Service spans over 15 years and previous roles include Transformation Director at the Valuation Office Agency, and Deputy Director of Planning, Governance and Capability, at HMRC.
In her new post, Singh will lead a team tasked with setting and driving continuous improvement in functional standards of project delivery. She will be replacing current IPA director, Fiona Spencer, who is retiring later this year.
Commenting on the appointment, Nick Smallwood, IPA Chief Executive and Head of the Project Delivery Function, welcomed Singh's experience and expertise to build professional skills and capabilities in government project delivery.
"Karina’s role will play an important part in implementing the Government Project Delivery Academy and associated accreditation scheme, as well as embedding our new Government Project Delivery Framework and its supporting products," Smallwood said in a statement.
This week, Singh participated in a panel discussion with fellow government executives on how to equip leaders to drive digital change at the Citizen Experience Show. During the session, she spoke about the skills, experiences and capabilities that the public sector leadership will need to ensure that their organisations embrace transformation and are future-fit.
"I am delighted to join the IPA and Cabinet Office at this crucial time - the expertise, size and diversity of the government project delivery community is crucial to delivering our ambition to build back better and level up the UK," said Singh.
"We are at the heart of the government’s reform agenda to modernise the Civil Service, and I look forward to leading the next phase of this investment in our shared knowledge and expanding our expertise to meet this challenge.
"The opportunity to work with colleagues in government and across the sector to shape the profession, and improve delivery outcomes, is hugely exciting."
