Lord Francis Maude joins us to discuss his recommendations for Civil Service transformation, following the recent publication of his review of government capability and effectiveness.
In autumn last year, he was asked by the current administration to gauge Civil Service capability and performance in critical operational functions like finance, procurement, HR, IT and digital.
The Review of the Cross-Cutting Functions and the Operation of Spend Controls presents the key findings, many of which Lord Maude first addressed in the hugely influential efficiency review he conducted for the Cabinet Office in the Cameron Government in 2010.
